That is not my issue.  

I get this:  // ???????????? ???????????? ?? ????????? ?????????????? ???????????.

When I should see:  // Главный конфигурационный файл (далее – конфиг).

I also notice the in XCPad, when I look at languages, to shows English and ???????.  This makes me think that there is something in my windows and the app not getting along and not in my XC files.

Notepad++ has no issues showing the cryllic stuff and it shows the files were saved in UTF-8.

I used to use XCpad and liked it but has not had an update in 2 years.  I have not been able to fine how to open the xc files and show the Russian words.  I always end up with:

  // ???????????? ???????????? ?? ????????? ?????????????? ???????????.

I have tried to open the file and config in UTF-8 and no difference.  I like having the Russian as it makes it easier to do a code compare with update from XVM to see what has changed.
