If you read the link it will detail how you can recover the non public key to decrypt. In general you can not copy the files to another system and decrypt, if you used Windows encryption. But in general with Windows encryption you can not copy encrypted files to another computer and decrypt. When law enforcement tries to recover encrypted files, they do it through the OS and not file by file.
