The term is “Data at Rest Encryption”.   Windows encryption (aka BitLocker) is applied to all files — even executables.  As you said, BitLocker protects the files **as they sit on disk**.  The Windows encryption subsystem de-crypts files on the fly as they are loaded into memory, leveraging the user credentials/key.  Once in memory — all is open to be inspected.
