Making 6th sense transparent

I have seen this done on a couple of mod pack where the 6th sense icon is “see through” How would one go about doing this?

On all my 6th sense icons I have them set at 30% to 40% transparent .On my paint program I use the tarnsparent function.

I can find the transparent button but dont see where to select %

On mine it’s a slide bar ,Slide left it makes it transparent, Slide right it will make more solid. I use paint.net
