I did the exact thing. I went from ATI older to gtx 960 and had the same issue.
ATI drivers bug themselves hard into your systems. What you need to do ASAP is download the ATI driver removing software. It forcibly removes the drivers. Then yo uneed to go int odevice manager and make sure nothing is robbing your video cards bus. Mine was sharing my new GTX with my ATI on the same bus and the card was essentially wigging out.
Next you do no need even close to 800 watts unless you are going extreme cooling etc. Gamers have this fear about low power and so they tend to put ton in power they do not need. For PSU`s you need quality power not quanity meaning a solid steady 500-600 watts for your card. NVIDIA uses way less than ATI and I run my 970 now on a true 550 and have 10 watts to spare at maximum esp since you are running your TV`s power separately right? Dont waste your money if you are.
Just add up appliances. AMD CPU`s usually are 125w under load. SSD are much less than HDD`s that actually spin etc. Anyways for your setup you sound fine, power wise.
Also while 2133 MHZ sounds cool, in practice it means nothing for WOT. In games that are done super well, it only matters by 1-2% and that is with maxxed out systems. In WOT you can use DDR2 if yo uare using a I7 thats overclocked and it will murder DDR 3 2133 MHZ super expensive ram with alower clocked CPU.
I cant say this enough but WOT is CPU CPU CPU!!!!! Once you have a GTX 960 and or ATI 380 or above, You are maxxed out and the bottleneck will always be CPU and Hard Drive.
The game only uses 2 GB of Ram at most and uses tons of HD space which is why its so slow. It also uses 1 Core for both Pysics and rendering.
Next, since our studies at RN`s about the truth about FPS, I have become an expert at AMD CPU knowledge and since I had the exact same card you did, the exact same 4gb EVGA, I can tell you my card never peaked out in use EVER. The bottleneck in WOT will always be the CPU.
And from tests, unless you have a late gen I5 @ 4.2ghz or a I7 at 3.95 GHZ ALL CPUS WILL CAP YOU OUT. Those are the only CPU`s currently that can run WOT at a never dipping 60 FPS at max settings.
I brought my AMD 8350 from 4 ghz to 4.4 and now run my 970 GTX on the same settings my 960 GTX ran and get the exact same FPS of 45-60.
What CPU do you have?
TL;DR im sure your low FPS is driver related. In fact im 100% sure.
THe coolest part about the new GPU upgrade soulza is using the games AA. Go turn on the TXAA-HQ and watch how amazing the game looks. See with low power ATI`s we couldnt use this, but with new NVIDIA you can…Its amazing how pretty the game will get, while not slowing up.
So first fix the drivers. Then turn up all the things like decal, and texture quality while not turning up anything that is actively moving like effects [This is CPU intense] The game will get amazig looking while keeping you from microfreezes.
Once you fix your issues and tell me the CPU, I will give you my exact settings. It took me days to get it just right, but its amazing now. The game went from DOOM graphics to Unreal graphics. And since then I wanted to see what it will be after the engine is completely and after looking at WOWS…Wow it uses 4 cores of load balancing and uses the AMD soooo much more effectively.
