WG Check Tool has been around forever.  You can look at the file it creates.  All it shows is if the res_mods folder is empty.  The game itself has a firewall rule, it is needed for the tool to compare you game files to the WG versions to ensure there are no corrupt files.

You did not say what you think the scam is.
