There are two things in that number, the x4 and the 1.1. You need to look at that while running the “Render Test”.  My GTX970 at rest runs x16 1.1 while rendering at x16 3.0.
The “x” is the number of memory bandwidth lanes available to transport data. Lowering the number lessens the lanes and thus lessens bandwidth.
PCI-Express 1.0 pushes 250 MB/s per direction, PCI-Express 2.0 pushes 500 MB/s, and PCI-Express 3.0 doubles that to 1 GB/s. The resulting absolute bandwidth of PCI-Express 3.0 x16 is 32 GB/s.
With PCIE 3.0, the GTX970 will perform much better with a 8x slot and a little better than 8x in a 16x slot, depending on the game.  The difference between 8x and 16x will not be much as the current cards can’t even come close to pushing the 16X PCIE limits yet.

In any case, look at it while running the render test to see what the card can really do on your motherboard. If the motherboard cannot do PCIE3, there could be a dramatic improvement in replacing it.
