you are talking bout WG here , the same people who a few patches ago could not trace down bugs in the game code for clan stickers????
they do not have to access your computer , they just need to get your python log , which they can have your pc send it via the game engine and yes its in the terms and conditions. they are not getting into your pc they are just getting back a file they own.
why in russia? thats an easy one , how much do NA players spend per month , how much do EU players spend per month ? russians dont spend 
so they dont loose anything by banning them while sending a message to everyone else.
the only way they can trace if your using cheats is to view your python log , which of course you can have to say whatever you want to .
because people are now spending money on cheats and not the game this had to happen , wg want it all lol
