Changes for IS-4 (Rusian, Tier-10, Elite).

• Aiming Circle Spread from Vehicle move (max.): 0.14 (5.18) ==> 0.18 (6.66)
• Aiming Circle Spread from Vehicle Traversing (max.): 0.14 (4.38) ==> 0.18 (5.63)
• Aiming Circle Spread from turret rotation (max.): 0.06 (2.00) ==> 0.08 (2.67)
TOP Gun 1 – 120 mm Gun M58

• Rate of Fire: from 7.11 to 6.26
